Frank El

Frank is a seasoned cybersecurity and project management professional with 14+ years of IT related experience and over 10 years of Network/Application Security Assessment, Penetration Testing, Assessment and Authorization (A&A), IT Security Policy design, Security Awareness Training, Continuity of Operations (COOP), and vulnerability mitigation experience.
He brings management experience in budgeting, personnel development, and IT Security Infrastructure planning.
Frank’s experience is a culmination of 14 years of both Military and industry experience ranging from Department of Defense (DoD) (US Air Force, US Army, DISA, DLA, and DSS) to federal agencies (US Patent/Trade Office (USPTO), Department of State (DoS), Federal Reserve, and the Department of Justice (DoJ).
Additionally, Frank holds a Master of Science degree in Information Technology and internationally recognized IT security certifications, including CISSP, OSCP, GIAC-GPEN, GIAC-GCWN, and CEH. Frank stays current on cyber security industry trends by reading various website articles (e.g., ArsTechnica, ZDNet ZeroDay, and CSO Online), and following industry leader twitter posts, blogs, and podcasts.
Frank also attends industry conferences (e.g., Blackhat/Defcon, SchmooCon, RSA Netwitness Community Con).
Judith El

Judith is a seasoned professional with extensive experience across Human Capital, Business Accounting Principles, Proposal Management, and Business Development.
She holds a Bachelor’s degree in Management and has built a proven track record of guiding organizations through complex certifications and growth milestones.
Judith has successfully managed and maintained critical corporate certifications, including ISO and CMMI, ensuring compliance with industry standards and strengthening organizational credibility.
She also played a key role in supporting her company’s participation and compliance within the SBA 8(a) Business Development Program, leveraging the certification to drive growth opportunities and long-term sustainability.
In addition to her compliance and certification expertise, Judith brings deep financial acumen. She has overseen profit and loss (P&L) accountability, developed budgets that align with corporate strategy, and implemented financial controls to optimize resource allocation.
Her ability to balance fiscal discipline with business development initiatives has contributed to consistent revenue growth and operational efficiency. Judith’s unique blend of business strategy, financial management, and certification expertise makes her a versatile leader, adept at driving both organizational compliance and long-term growth.

Laura is an expert business operations and development manager, bringing over 23 years’ experience in operational leadership and business development in both government and commercial markets.
She is a highly accomplished corporate finance leader, operational strategist and corporate development executive who always provides sound financial guidance and keen business acumen. She is a dedicated business development executive that has successfully developed and implemented competitive capture strategies for large government contracts resulting in significant corporate growth.
Prior to joining Crest Security Assurance, Mrs. Monaghan held executive leadership roles for several small and large businesses.

Jonathan has 15+ years of experience as a Chief Information Security Officer (CISO), business owner and technical director managing large, enterprise programs for both privately owned and publicly traded companies.
His areas of expertise are Amazon Web Services (AWS), security operations (SOC), FedRAMP and cloud security, enterprise architecture and design, continuous diagnostics and mitigation (CDM), enterprise risk management (ERM), and IT governance.
